Job Description & Qualifications
Manage, supervise, and coordinate bid/contract activities and associates.
Major Tasks, Responsibilities, and Key Accountabilities
Prioritize and assign work to associates. Resolve associate problems or assist associates in solving problems. Prepare employee performance evaluations. Requisition needed personnel, supplies, and equipment.
Ensure that spreadsheets are complete and accurate.
Explain and demonstrate work tasks to new workers or assign experienced workers for on-the-job training.
Verify and approve employee time sheets.
Recommend and implement measures to improve employee motivation, equipment performance, work methods, and customer service.
Prepare and submit reports on work activities, operations, production, and work related accidents.
Confers with customers, supervisors, sub-contractors, and others to exchange information and resolve problems.
Maintain liaison with sales department.
Nature and Scope
Solutions require analysis and investigation.
Achieves planned results by decisions and actions based on professional methods, business principles, and practical experience.
Manages a group or team of professional individual contributors and/or indirectly supervises support staff.
Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable.
Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles.
Typically requires overnight travel less than 10% of the time.
Education and Experience
- Typically requires BS/BA in a related discipline. Generally 7+ years of experience in a related field. May require certification. Advanced degree may offset less experience in some disciplines.
Preferred Qualifications & Job Specific Details
Responsible for all daily proposal management activities, including development of work plans, schedules, and milestones for assigned team members.
Plans and coordinates proposal lifecycle functions for competitive bids including: organize and conduct proposal kickoff meetings and subsequent Color Team reviews; prepare proposal templates; coordinate with teammates and stakeholders to gather and organize RFP/RFQ information; document tracking and version control; proposal content development and editing; manage all contract forms and signatures
Works closely and collaboratively with other functional group leaders, SMEs, and teammates on assignments and deadlines supporting their content preparation and inputs.
Collects, writes, edits, and revises proposal materials while communicating progress and outstanding issues throughout the proposal process.
Ensures all final proposals are in compliance with RFP requirements and facilitates the timely submission of proposals.
Maintains archive of all proposals following final submission.
Contribute to the team’s efforts in process improvement and controls that reflect high standards and process efficiencies.
Develop and provide on-going bid-related training to team personnel.
Proficiency in Excel and Word.
Strong written and oral communications.
BS/BA or Master’s degree is required.
Project Management Certification and/or APMP Certification.
3-5 year of experience in managing a team of Proposal Specialists for a large organization selling to Federal, state and local government agencies.
5+ years project management in a similar environment.
Ability to work effectively with executive level management, and to earn confidence and respect from all levels of the organization.
Strong analytical skills, ability to conceptualize and analyze information and make practical decisions based on that information.
Excellent organizational skills, with the ability to plan and prioritize a variety of Contract assignments under stringent time constraints.
Exceptional attention to detail, and talent for accuracy and precision.
Ability to effectively lead and mentor others in their day-to-day activities by providing direction and giving clear instructions.
